Hyaluronic Acid attracts moisture to your skin. The non-prescription products like this are great to use (a few drops will do for your entire face) followed by a moisturizer. I wait 15 or 20 minutes after putting this on before the moisturizer. I started using this due to dryness caused by Retin A. I do the Retin A, wait 30 to 45 minutes, put this on, wait 15 or 20 minutes and use a moisturizer. This product works ON your skin, it doesn't penetrate it because the molecules are too large. However, that doesn't mean it doesn't work.
You CAN get a prescription for a hyaluronic cream from a dermatologist that WILL penetrate your skin. The prescription cream has micronized hyaluronic acid in it so it won't just sit on the surface. As a result, the FDA considers it a drug and it can't be sold over the counter. If you have severe dryness you should ask your doctor about the prescription products with micronized hyaluronic acid.
